With no real budget we can look at efficiency is different ways. Similar to sustainability, we can look at how efficient the building will be which will have a direct impact on how sustainable it is. If we can have a building with multi functional rooms, we can have areas for exhibits, gatherings, talks etc. The building can be multi functional acting as a community hub to get people togetehr and ready to tackle the problem at hand.
